May 2004 Update

hr3

Since the project initiation, we have been working on the tasks described below:

Data collection
of existing data was collected from each jurisdiction along the corridor.
This data includes:

bul2 Land Use & Transportation Plans
    bul2 Traffic Forecasting Models
    bul2 Historical Traffic Trends
    bul2 GIS Data
    bul2 Right-of-Way Maps
    bul2 Construction Plans

Existing Highway and Traffic Conditions along the study corridor have been analyzed through review of traffic count data to determine Level of Service.  Existing traffic conditions were analyzed along the corridor for the peak season AM and PM peak hours. (Level of Service is a qualitative assessment of a roadway’s operating condition or quality of traffic flow.  )

Traffic operation deficiencies were identified along corridor segments and at intersections.  Intersections with major traffic delays are listed below:

bul2 Colonial Boulevard and Metro Parkway
bul2 Colonial Boulevard and Fowler Street
bul2 Colonial Boulevard and Summerlin Road
bul2 Colonial Boulevard and Six Mile Cypress Parkway
bul2 Veterans Parkway (Ramps) and Del Prado Boulevard

Travel Survey Results are being summarized.  In February 2004, a total of 16,540 surveys were distributed to drivers in Fort Myers and Cape Coral between 7:00am and 6:00pm.

The purpose:

To collect travel characteristics of drivers along the corridor and to ask their opinion about alternatives to ease traffic congestion.

The locations:

bul2 Colonial Boulevard at Metro Parkway
bul2 Veterans Parkway at Santa Barbara Boulevard
bul2 Burnt Store Road at Pine Island Road

Travel purpose and frequency survey results are:

            Travel Purpose
    bul2 37% To/From Work
    bul2 15%  Work-Related
    bul2 16%  Personal/Medical/Banking
    bul2 14%  Shopping
    bul2 11%  Recreation/Social
    bul2  5%   School
    bul2  2%   No Response

Corridor Travel Frequency

    bul2 36%  More than 5 times/week
    bul2 39%  2-5 times/week
    bul2 13%  Once/week
    bul2 11%  Once/month or less
    bul2   1%  No Response

Thank you to all drivers who participated in the survey!  Your input will be considered when developing alternatives during the study.

Future Traffic Forecasts for the years 2010, 2020, and 2030 are being developed for the study corridor.  The future traffic forecasts are based upon the Lee County Metropolitan Planning Organization 2020 Transportation Needs Plan.  The Needs Plan includes the roadway network required for mobility in Lee County and southern Charlotte County.

The future traffic forecasts will be used to identify additional travel lanes along the corridor.  During the project, coordination meetings were held and consensus was reached with staff from the stakeholder agencies.  A staged implementation plan of roadway improvements for the next 25 years is being developed.  (Future Traffic Forecasts are estimates of travel demand on the corridor and are based on accepted estimates of future land development and population/employment growth in the area.)

Task Force Meetings have been held with elected officials from each jurisdiction.

Project Traffic Report will be prepared summarizing the existing traffic conditions and future traffic forecasts.  Future roadway improvements including additional travel lanes will be listed.

Ongoing Work EffortUntitled-4

Conceptual designs for the corridor are being developed for the future.  An evaluation will be performed for these recommended roadway improvements.  A Conceptual Alternatives Analyses Report will be prepared at the conclusion of this effort.  Tasks included in this effort are listed below.

bul2 Identification of future travel lanes based on the future traffic forecasts
    bul2 Evaluation of available right-of-way
bul2 Development of access and circulation alternatives at intersections and overpasses/interchanges
bul2 Environmental analysis including natural and physical impacts
bul2 Socioeconomic analysis including social and cultural impacts
    bul2 Fatal flaw analysis
bul2 Right-of-way needs and construction costs
